Structured intelligence for Nevada's innovation ecosystem.

Atlas is the Nevada Applied Intelligence Lab at GOED. We build the deepest state-level applied intelligence capability in the country — for Nevada — and contribute its methodology to the broader field.

Our Mission

Economic development has long operated on aggregate statistics, anecdote, and the institutional memory of a small group of practitioners. The work now requires more.

Atlas builds structured graph intelligence about founders, capital, talent, institutions, and the relationships among them — and puts that capability in the hands of the people shaping Nevada's economy.

Research

We conduct applied research on graph intelligence for innovation-based economic development. We publish our methodology openly through technical reports, case studies, and academic partnerships.

NEVADA PATENT FILINGS · 2020–2025

Nevada's patent production fell 30.6% year-over-year. The composition matters more than the headline.

A first look at the structural shifts in Nevada's R&D output: where the decline is concentrated, what the university-vs-industry split shows, and why aggregate counts obscure what's actually changing in the state's innovation pipeline.

Graph-Based Ecosystem Intelligence: A Methodology

Atlas's foundational methodology document. The graph intelligence approach, four-layer data stack, capacity decomposition framework (ICAP × ECAP), and the analytical conventions that underpin Meridian and the lab's published research.

Housed within Nevada's economic development apparatus.

Atlas operates inside the Governor's Office of Economic Development, within the Innovation-Based Economic Development division. Research and convening partnerships are developed with peer institutions and university centers studying innovation ecosystems.
